War Memorial - Varages

I have often wondered about the huge industry involved in the creation of war memorials that must have sprung up proceding World War I. Every little village or town in France or the UK has one like this and often they are the only public artwork in the village. I can only assume it is the same in Belgium and Germany and other countries involved in the world wars. Were they always produced and funded locally or was their a commission set up to honour the war dead nationally? Anyway this one in the tiny village of Varages was a particulary grand example.
