Is that Cat-5 cable? Even more pertinent: is that really duct tape, or is it electrical tape?

No, that is a live plug extension and cable plastered to the wall with black duct tape.

It goes around the sink because if it did not, it would go in the sink, with calamitous consequences for all involved.
